Add a Super Agent configuration API (get/update) to the MCP

I'm rolling out a standardized five-skill Super Agent bundle across every app in my 135-app portfolio — daily health monitor, tier-1 customer support, automated bug response, usage/reactivation analytics, content freshness. Today the Super Agent panel is UI-only, which means every new app requires a manual configuration session.

Requested primitives:

• get_super_agent_config({ appId }) — returns current skills, triggers, instructions, output targets

• update_super_agent_config({ appId, config }) — applies a templated skill bundle

• list_super_agent_skills({ appId }) — granular inspection

Without a config API, templated agent deployment across a portfolio is not possible at all — every app becomes a manual click-through. With it, I can deploy the same hardened five-skill bundle across all 135 apps in a single batch.
