Login suggestion

Could you please implement the following:

If the website is public and the CMS requires login, the system should disable open self sign-up and allow account creation only for users approved by the admin.

Currently, anyone can create an account and access the system, which is not suitable because some of the data is sensitive.

Desired behavior:

• Public website remains accessible

• CMS/login area is restricted

• New user accounts can be created only by admin approval or invitation

• Disable open registration for unauthorized users

This is important to ensure proper data security and access control.
