WHOOP WHOOP - In-app incident warning banner for publish/deploy issues

When there's an active platform incident affecting publishing or deployments, display a visible warning banner/LIGHT (yellow/amber) directly inside the app editor — ideally near the Publish button where it's most relevant.

Currently, users running live production sites have no way of knowing a platform incident is active until they've already spent time (and credits) troubleshooting why their builds aren't deploying. The only option is to proactively check an external status page — which most people won't think to do mid-workflow.

A simple in-app flag would save users significant frustration, wasted credits, and unnecessary support tickets. It would also set clear expectations: "Publishing is delayed right now — it's not you, it's us."

This is especially critical for plan users managing live production sites where downtime and outdated deployments have real business impact.
